UPDATE:
Networking was restored by 9:55 AM, July 24, 2013.  The issue was traced to a campus firewall misconfiguration.  Affected users who have not yet regained network connectivity should unplug their network cable for a few seconds and plug it back in to force a reconnection.  In some instances, a reboot of the affected machine may be required.
