WHEN DID IT HAPPEN?
Beginning at 1:15 AM on Thursday, July 28, 2016.  All sites were again available by 8:45 AM, July 28, 2016.

 
WHY DID IT HAPPEN?
The MySQL database was no longer allowing new connections. 

 
WHO WAS AFFECTED?
Anyone attempting to access one of the affected sites during the outage.
 
 
WHAT DO YOU NEED TO DO?
No user action is required.

 
HAS THE PROBLEM BEEN RESOLVED?
Yes.  Rebooting the server restored full functionality of the MySQL database.
