No. RDP and VNC are blocked at the campus border and at the CoC level. There's a write-up at http://support.cc.gatech.edu/utilities/alerts/firewall-changes with further details. As per that write-up, you'll need to use ssh tunneling. We do not officially support ssh tunneling and so have not provided documentation, but instructions are readily available online.
